Early on there was a bug in dhcp on 11.0 where dhcp would not update
dns. See:

I thought it was fixed, but it is still listed as new, so I guess it's
there. I bet that's your problem.

Forgot part 2 of the response:

I don't know how many vista boxes you have, but the way I dealt with it
was to
have dhcp assign an IP based on the mac address which works fine with the 3
vista boxes I deal with. In dhcpd.conf, I do the following:

host {
hardware ethernet 00:1B:9E:7C:F6:E7;

I have the rest of my dhcpd and bind setup at:
