You have empty image window that has all drop down menus.
It is a feature, not a bug :-)

The empty part in toolbox is drop target, ie. there you can drop images that
you want to open. Why is that when you can drop image anywhere in toolbox, to
open a new image window, or in the empty image window, to be opened there, is
written in the stars.
