A user can install updates, install RPMs etc after being allowed to. (Updates I think are allowed always.) We use PackageKit which gives out this kind of control. The KDE and GNOME update applets use PackageKit for this, and it will pop up a dialog requesting permissions if necessary. There is also the GTK PackageKit UI tools (PolicyKit-gnome RPM I think) which have the package handling at userlevel. Also run under KDE if you want to test them.
