If you want to get back to some basic state just logout, then use a terminal session (ctrl-alt-f2) and login in text mode and delete the file named /home/<user>/.kde/share/config/plasmarc
It will be recreated in the default state. Then reconfigure your desktop as you like it (all over again).
Having done this a few times you will learn to make a backup copy of that plasmarc file any time you make a significant change to the desktop.
The plasmarc file gets hozed far too often for a production system. And an accidental delete of the Launcher Icon can not be restored by the regular means because you can never seem to get it just the way it was.
