My question is, why does the clock not get re-synced to the UTC at boot time? I could add a couple of lines in the startup scripts to do so, but you'd think that should be automatic. Does that make sense?

There is script in /etc/init.d . All you have to do is to open YaST Control center -- System -- Date and Time Field "Hardware Clock Set To" select "Local" and finish. From now on your time will not jump. Besides you may want to check: chkconfig boot.getclock chkconfig boot.clock Both have to be 'on'.
