This package was not in 10.2, was in 10.3 and is not in 11.0. The GnuPG page suggests it is the preferred API for an application that uses GPG.
gpgme is part of openSUSE 11.0, it's installed on my system - and I just checked it's on the DVD.

That looks indeed broken, it should find the package in the main repository. Could you file a bugreport against the build service, please?
