Where is it? http://en.opensuse.org/Restricted_Formats is missing links to anything useful getting them to work, while http://susewiki.org/index.php?title=Category:Howto seems to have only bits and pieces, with no real guide how or where to proceed to get mpeg or mp3 players to play anything. I think it was apparent from what I wrote I knew I needed a page about restricted formats. I guess the better question would have been What web URL is home to the howto for finding all the *opensuse*.org and any other base URLs one needs to know about in order to find necessary things to complete an install and get decent self-help. I found from that *community* URL the codecs-kde.ymp one-click and ran it, but Amarok doesn't acknowledge .mp3 as a playable format.
