I've seen lots of discussion of old machines that only have a CD, but none about isolated systems that neither have a DVD, nor an Internet connection. I guess I'm spoiled because everywhere I support they have Internet. Thus, I've installed the KDE single CD several times at different locations. I assume it brought down some of the packages via my Internet connection, but it was transparent to me.
