When you split the packages over 5 or 6 discs, there's a fair bit of QA that has to be done to make sure they install properly, that the packages get installed in the proper order, etc. If that type of QA wasn't done and CDs were just put out there, people would be bitching about the fact that the installation isn't optimized, or that they have to keep switching from disc 3 to disc 6 and back again. For under US$20 *including shipping* in the US, this problem is easily fixed.
