Why doesn't the machine control that? Are you sure you got a three wire fan?
And did you check your BIOS settings? Some of them let you select among fan control options, including automatic or one or more fixed speeds. And you'll need to make sure that fan is connected to the appropriate riser on the mainboard, lest the feedback path from thermal sensor through the BIOS to the fan speed control be broken.
