I think so. It looks to be identical to the one I have. If you also check this page: http://en.opensuse.org/HCL/TV_Cards you will see the Nova-T Stick is listed as working with 10.3
It will need the dvb-usb-dib0700-01.fw firmware copied to -lib-firmware, and you will have to download and build the latest drivers from the v4l project (simple make and make install)
So.. use Mercurial and get the source from here: hg clone http://linuxtv.org/hg/~pb/v4l-dvb cd v4l-dvb/v4l make make install
Then download the firmware: cd /lib/firmware wget http://vaasa.wi-bw.tfh-wildau.de/~pboettch/home/files/dvb-usb-dib0700-01.fw
Then plug in the USB tuner and check dmesg, and you should see that it is detected and in a "warm state". If you see this, you should be good to go.
