Because that one is not a suse package. It is somebody who has compiled it, privately (because of the "home" part).
Hmm, what do you mean with privately? This is not done at a home system. Although it refers to home:/ it is still build on openSUSE's Build Server, using opensuse packages from the distribution...
I don't know what for, exactly. Sometimes they are test packages, testing some bugzilla. As the owner hasn't posted any comments there, I have no way to know the intention of those rpms.
