I don't know by how many degrees, but a CPU that is fully utilizing all its circuitry will be hotter that one that is not. And yes the spike can be pretty short, but I doubt just a second or two.
It's been too long since I looked at energy, heat, heat conduction and all that (more than 20 years), but the idea of a temperature spike just doesn't sound right in the context of a PC. Like you say, a spike shorter than a second or two just doesn't seem realistic.
