I had this also, took a look, nothing to change. There is no tab, /etc/permissions.local is just an explanation, as far as i could see, no script in it. I would not know what to modify.
I did not manage to get a useable and updateable distro. Because the online install-sources would not stick: due to a Yast2 bug, might be only in x86_64... The password trick at the beginning surprised me... My other grub entries were gone, and reinstalling grub from A2 destroyed my mbr. And indeed, xp-cd couldn't find anything. Installing 10.3GM new did rewrite the mbr without any problem, so i did not have to use a downloaded bootdiskette to c: fdisk /mbr.... XP was bootable again np.
Trying another time with ifup, because networkmanager did not work, did not install the network install-sources, and because i had forgotten to delete my .kde4, i could only acces a totaly black desktop.
I installed the new sources for kde4 on 10.3, but than the kde3 apps are used, it is not the same.
It took me allmost 2 days to recover a little from that debacle, had to install twice, repartition, (new PC), to get more room for spare systems. This is done. I will try the 11.0A2KDE-CD for one last time, (3th time), if it does not work, i will update 10.3GM to factory, if i am sure there is a working sax2.
The one which is/was there, is a disaster. There are some more xorg.conf files, at different places, and it is not clear which one is used. I tried to reset that myself, but did only succeed in the updated 10.3, but not in the newly installed A2. Configuering the resolution with sax2 is impossible, and the xorg.conf are, (there are at least 4 of them!) spammed with a terrible lot of unusable resolutions like: "1440x9001440x900", and right mouse in sax2 test says '0 geometry'.
If this xorg,conf bug is not solved, i will stay put for some time..
(unfortunately i do not have hearable sound in 10.3, so it is quiet in here........., but in 11.0 it is excellent..)

Forgot to mention in earlier reply, SUSE 11.0a2 P4 3.4GHZ 3MB Memory ASUS Motherboard. the 32 bit install went fine.
