From console try: kdesu 'smart --gui'
In KDE > Main Menu right click and select Menu Editor. Browse to menu item Smart and see that "Run as different user" is checked and "Username" is root.

It is working now. I just use the whole thing in the command fields
kdesu 'smart --gui'
Before I had the default installation that was the same as 10.2 with smart -gui in the command line root as username but for some reason some changes have occurred that produced the error. Thank you again for your help

Thanks to Stefan's post now is clear that even if you enter this in Command field for menu item Smart: blah smart --gui instead of kdesu 'smart --gui' it will work.
