Basically how I understand it (i have not used 10.3 so if anyone can correct me if I am wrong thank you) is that the one CD will get you a functional desktop with either KDE or GNOME (KDE in your case), but during the installation you'll be able to add the full repositories (what's usually on the DVD). That might cause massive downloading. If you'll be reinstalling a lot or installing on many different machines, you might be better off downloading the DVD instead.
