Almost Everything that has to do with hostname resolution and transport
decisions will depend on dns. That includes RBLs, connecting clients,
sending mails to other hosts, but also checks like
- reject_unknown_sender_domain
- reject_unknown_recipient_domain
- reject_unknown_client_hostname
- reject_unknown_helo_hostname
- reject_sender_mx_access ...

A good reliable DNS resolution is a prerequisite for running a mailserver.
