No, Layer 3 has improvements like a bit reservoir, huffman coding for the samples, different sized subband emulation, a 36 point idct on top of the subbands. It's pretty much a mess, they threw every algorithm in they could find. That's what makes mp3 much more vulnerable to bad encoder settings.
