I don't think so. It is run when the filesystem is created by mkfs, but not by fsck, afaik.

Yes, but not "-a", that doesn't really "test". Run "smartctl --test=short /dev/hda", and see the result after the specified time with "smartctl - --log=selftest /dev/hda". If it passes, use "--test=long", and wait. You can keep using the system while it runs, but it may take an hour or two.
