You can get NetBeans and JDeveloper downloads.
They have some capabilities yes but not as many as this one I think.
Eclipse must surely have a module that can do it if you want to go through their module hell. But NetBeans has it by default. Just install the JDBC driver for your database and away you go.
I like NetBeans too :)
