You have something askew, I have updated kde in 10.1 at least three time and more likely 5 or 6 times without the DISPLAYMANAGER_SHUTDOWN setting changing from "auto".
To be fair, the first time I had no idea what had happened, except that all of a sudden I couldn't shutdown without the root password. I have no idea what that was initially set to (I had installed a fresh 10.1). After googling a bit I found out about the setting and changed it from "root" to "all".
