what I meant (and obviously not understood) is,
from what I read as had been decided is if the system could not supply users language (from browser config or elsewhere), it would supply english instead.
what I had sugested is that if the system could not supply the users default language, the user is supplied with a page with all the language choices available and let the user chose.
there are many countries out there that don't have english as the second language it's lucky to be the third.
Well I will still maintain that if your browser is properly configured, the page is not required. Your browser, would have all your language preferences: Swahili French Portugese English I will agree that this is not always the case however, I think as long as it is easy to switch languages, it doesn't really matter how it is done.
