Agreed. However, in the absence of a clearly defined process that ensures the participation of those most impacted, _who_ one makes unhappy can be significant. If I were the decision maker, I'd personally have had a dialog with those most impacted, and made sure they were aware a decision was pending. It's being a good community citizen/leader, IMO.
