edit /etc/permissions.d/postfix and set the permissions you wish
I think he is using Sendmail as in the mta Sendmail, not the sendmail binary of Postfix. Fiddling with Postfix permissions won't help him.
Why doesn't the original poster search the documentary for TrustedUser. I suspect this group is allowed to use sendmail, so he would probably have to add the users to that group.
