I am not sure what you mean by "force DHCP to get an address", but from what I can remember of the standard you can't force it since you are asking permission from a dhcp server. As for timing out you can use the -t flag. For an "infinite" timeout use "-t 999999"

The iwconfig command is your friend. You'll want to specify the essid component: iwconfig wlan0 essid "Cell Name"
