Correct me if I'm mistaken but in my case, the pcmcia devices are not
yet ready at the time that boot.local fires off. This would certainly
not allow the iwconfig to actually talk w/ the wlan0 interface card.

You could try setting the NIC to "manual" instead of "on boot" via Yast.
