Unless I did something wrong on my pcmcia setup, I tried this and it
ran before the pcmcia services were ready. In fact, the lights on the
card were not even lit up at the time that the boot.local fired off my
iwconfig script.

I may be wrong, but as far as I know, boot.local is the last one to be executed after all other init scripts. Still, if this is not the case, I'd be glad to learn it.
