Hello, I am a little confused about Linux licensing model and commercial distros like SuSE. Is it legal to buy one set of CDs and then install them on multiple machines?
Absolutely. Indeed, you're actually encouraged to do so! But you only get support for one machine (which is fair enough).
I have seen that some stores sell SuSE CDs without manuals at a very low price (<10$)
That sounds dodgy - they're probably copies of the SUSE CDs/DVDs because AFAIK SUSE always sells boxes including manuals. If you want a cheap/free version, download it for free from SUSE's website. If you want the physical media, buy a legit copy - it's not expensive and you know that your money's actually going to the people who built the distro.
