Well, fwiw, it seems the ppd file needs to be put into /usr/share/cups/model/, and its extension must be lower case, and it must be gzipped. Then the web admin tool can see it.
I have used the KDE Printer Manager (formerly Kups) to install printers for several years now, and find it the easiest and most complete. I almost always download the latest ppd from linuxprinting.org, and choose the file during install. It is very simple and straight forward.
