In general, so (and oo) can read and export mspowerpoint. but if an original ms pp is played thru so, some of the gadgets and picture drops will not play. there will be a difference in the look and feel, but not dropped frames; just different. Basically, yes. I've not had problems.
It's possible to convert between the 2... I would not try to run a StarOffice/OpenOffice SlideShow in PowerPoint without having time to work on it first...
My experience is there are often formatting errors to be corrected..
