In answer to the question KMail does not attempt to send the email, can't see it doing anything externally.
The only error is Failed to Send message, which comes up straight away.
Really no idea what this is as there isn't any info to go on.
open ~/<user-name>/.kde/share/config/kmailrc and post the section "[Transport 1]" {and "[Transport 2]" if you have it}.
