Resmgr is there since SUSE LINUX 8.2. It takes care of giving access to a defined (configurable) set of devices to one (or more) user(s). But it needs to be triggered via the pam module that your login method uses. This is the case by default for kdm/gdm (runlevel 5) but not for login (runlevel 3).
