If you do "rpm -i package.src.rpm", you will find (package name).spec in /usr/src/packages/SPECS. This will (usually) have the configure/build options in it. Otherwise, you can use Midnight Commander to look inside and extract individual files from RPMs. A good reference, though slightly dated, can be found in "Maximum RPM", which is published by Sams. You can also find it online at rpm.org.
Strangely enough, this gave me enough to be able to upgrade dia, a flow charting/uml/diagram maker to the latest and greatest and install it with no problems. A minor victory.
