It's been quite a few years since I used an ISDN router or a modem. You have to have a symlink "ln -s /dev/ttyS0 /dev/modem" (for COM1) and get the AT sequences correct. Below is the script I used for the external ISDN modem connected to the first serial port.
pppd connect 'chat -v "" ATDT08450123400 CONNECT "" Name: <login ID> word: <password>' \ debug /dev/ttyS0 115200 debug modem defaultroute noipdefault tail -f -n 10 /var/log/messages
I have the symlinks done but the modem never responds.
