Have you set permissions correctly in cupsd.conf? Have you installed Linux drivers? This printer uses Samsung Printer Language which is not one of the more common languages. There is a linux driver here : http://www.samsung.com/Support/ProductSupport/Download/ Model_Select.aspx?type=Printer&typecode=15&subtype=Laser% 20Printer&cmssubtypecode=1501&model=ML-1710&fileType=DR Download this file and hopefully it will have instructions on how to use this driver.
