I had a gpg key on 8.2. I just upgraded to 9.0 and did a fresh install. The only thing I backed up was my /home/tom directory. Now, I need to get my gpg key so that I can decode emails I'm getting for orders.
Copy the ~/.gpg directory from your backup and your gpg should be working just as it was before.
