I am not running a server for my mail I use dialup.
How is it possible to use Evolution and be able to get and send email?

No, I said it *is* a mail handler, not a dialup handler.
I've never seen Evolution try to setup a dialup link, and I've been using it since it's very first 0.1 release.
As for the get & send mail button, I find that very helpful for getting my mail from my POP server at home.
It also comes in handy if you are on a dialup link, and want to wail till you're connected before delivering previously composed emails.
