Have you set the RC_LANG variable to en_US.<encoding>? To do this: Run the YaST2 Control Centre -> System -> Editor for /etc/sysconfig Files. Click the plus beside System, then the plus beside Environment, then the plus beside Language. Click on RC_LANG. In the entry field "Setting of: RC_LANG" delete whatever is there, and enter en_US.<encoding> (whatever your desired encoding is - UTF-8 or ISO-8859-1 etc). Click Finish. This one setting in SUSE sets up all the other LANG and LC variables, so you don't need to deal with these separately.
