This is the same problem with CD drives too I think. You're using 8.2 correct? If so, open kdesysguard, and kill all non-root instances of kio and/or konqueror, and you should then be able to umount your floppy. Then in control center, you might want to uncheck that konqueror has 1 instance of it 'ready' (it won't be any noticeably slower to open, YMMV).
