Being an American living in Germany, I can confirm that 100%. Ordnung muss sein! (There must be order) Germans are notorious for reporting infractions to the police (mowing your lawn at the wrong time, your garage is 10 cm too close to the street, etc.) I was actually hoping that Caldera^H^H^H^H^H^H^HSCO would do something stupid to ingore that order (i.e. the head office saying they weren't bound by German laws). I kind of feel sorry for Hans Bayer ("president" of their German office). I know him from my SCO days and he seemed to be a nice guy. Well, the economic situation is hard all over and he is probably between a rock and a hard place.
