This is completely wrong. It is compiled as a module by default. All movie DVDs (that I know of) use udf as their file system, and I have had no problem using them. You can check with
zcat /proc/config.gz|grep -i udf
you should see
CONFIG_UDF_FS=m
This means that support for UDF File System is compiled as a (m)odule
I ran zcat /proc/config.gz|grep -i udf and I got this output:
CONFIG_UDF_FS=m
CONFIG_UDF_RW=y
