Just a thought. As we are looking at the network card, we should
really look at the whole link. I'd also try swapping the connection to
a different channel on the switch.

It's hard to try to isolate the culprit. If you can get hold of a
crossover cable, try connecting it between the Windows and the Linux
system. perform the upload/download test. if everything works ok, then I
would suspect the switch. If you can set the Windows site not to
autonegotiate, then try that setting. On the Linux side, you can set the
options in /etc/modules.conf. The options are driver dependent.
