Look in your XF86Config (/etc/X11/XF86Config) and search for the 'OPTION "DPMS"' I'm betting there isn't one there. You can modify the file to add one.

I've always found that the DPMS Option is needed in the XF86Config... never played with the other commands.
I am having similar problems here. Is the entry's syntax just option=dpms ?
In which section should it be added?
