A friend of mine received the following message after setting up an ftp server at SuSE 8.0 (and logging in into the machine): "421 Service not available, remote server has closed connection." Edit /etc/inetd.conf and uncomment the line that is relevant for the ftp server you're using, save and run insserv inetd.
If you're running an ftp server standalone (i.e. not started from inetd) the answer depends on what server you're using. For instance proftpd has a keyword "standalone" that you need to set in its config file.
