Found the problem. Apparently at the installfest last weekend, someone somehow slid some empty slots over the taskbar. On 23 Apr 2002 at 8:52, Jerry Feldman wrote:

The program icons and desktops do display correctly and the panel autohides and reappears correctly.
If I enable the desktop menu, the tasks appear in the Windows menu as expected.
