Also make sure you have inetd configured to use the
FTP server you have selected. Check out
/etc/inetd.conf and you'll see 3 entries for FTP.
The default is in.ftp. If you installed a different
package (like wu-FTPD), then comment the in.ftpd line,
and uncommect the appropriate entry.

I learn this the hard way ;) You should ckeck if your FTP server really working.
Enabling the FTP server in YAST2 doesn't mean you enabled the FTP server. If the binary wasn't on your computer, then the FTP server won't be started. If this is the case, you must install the binary.
$ ps -A | grep "ftp"
if you didn't found your FTP server binary there, you need to install the binary.
