Both npr.org and cbc.ca do the same for me, they seem to connect, then time out when requesting data. I am using Mac OS X, but the symptoms sound the same as on w2k. This sounds like the client is getting through to the server alright, but the server is returning data on a port the Firewall2 does not allow, so nothing gets played. By the way, on OS X anyway, a midi file embedded in http://sdots.com/wireless/ uses quicktime to play, and comes through fine. Maybe it is using tcp and the others ucp? With the above site, the QT control bar comes up, but the stream never starts. But I did get the control bar, so I doubt the stream was blocked, though it could have been trying a different port.
I went to http://www.npr.org and listened to their live stream which is available in QT as well as Real & WIndows Media. The npr stream came right up.
On windows, Microsoft changed the way Active X handles Quicktime, so you have to download a very small Active X control from Apple to correct this condition.
What symtoms did you get? AFAIK, only http:// and ssh are allowed through my Firewall. Not too fancy. A lot of sites claim QT (like CNN) but it's often the one that's neglected while the Windows and Real formats will work.
