Well, it looks like we're getting closer. You need nmbd running in order for al the interservice protocols to work, e.g. browser elections, and smbd running to serve client requests, e.g. browse lists. For all this to work, you'll need both smbd and nmbd running.
There is no 'master browser' parameter. You already have the 'domain master' set to yes. Check and make sure 'preferred master', 'local master', 'domain master' and 'browse list' are all set to yes. Then restart the services for the changes to take immediate effect. I know that Samba rereads its configuration every 30 seconds or so, but who has time to wait that long for changes to take effect :-)
You may not have noticed, but the word Help appears next to each of the parameters in SWAT. Switch to advanced view to see all available parameters, and take some time to check through the help screens. They're just html docs on your server, and pop in a separate browser window. They tend to be short and to the point. Also, viewing the advanced parameters will give you a good idea of what can be achieved with Samba. Some of the more esoteric parameters still elude me, but many of them are unnecessary for a basic setup.
With Samba 2.2.x, you can actually use your Linux box to emulate a Windows PDC (Primary Domain Controller) which would allow you to have centralised account management, among other things. Add in WINS emulation for dynamic name resolution and your Win98 machines would never even know they weren't part of a native MS network.
One last thing... If you are going to use SWAT, don't mess around with smb.conf. SWAT will show all the parameters you need for the version you are running. Different versions have different parameters. Stick to the one method, and your smb.conf will stay much neater and tidier.

Stuart is right. It sounds like none of your machines are playing the master browser.
You can get on one of your Win98 boxes and run "nbtstat -A <ipaddress>" on all of your machines (samba wont respond I dont think)

Whoever responds with this, is your master browser. If no one has it, try setting master browser = yes in the smb.conf file. That will make SAMBA the master browser, and prevent future issues (hopefully).

The reason it may not be working as you expect is because you don't have a Master Browser on your network. The Master Browser is a machine that keeps a list of machines on the network, and is what Network Neighbourhood uses. If you do have a Master Browser, it may be that the Samba server is not announcing itself to this Master Browser. IIRC, Samba can act as a Master Browser, but I can't check on it for you right now. Check the settings and see if it is there.
Almost any Windows machine attached to the network can act as a Master Browser, incl. Win98. Usually, this is something that would have to be switched off on a machine quite deliberately in order for it to not work. Hence, I suspect one of the Samba settings is incorrect.

The thing is, everything works fine, it's just that the samba server doesn't show up in the Network Neighborhood. But I can find the server (find - computer) I can see it with NET VIEW, I can connect to its shared folders etc. Only Network Neighborhood is not working.
Maybe this is a Win98 problem/bug?
