One thing I noticed in one of apache's logs was a warning about mod_ssl. Since I had already decided to try a complete re-install for other reasons, I left mod_ssl when I reinstalled.
After the re-install everything worked fine, but I can't be sure it had anything to do with mod_ssl since my first install was of over 800 packages and my second install was pretty close to the default, with about 500 packages.
