Are you sure both NIC are recognized (see dmesg, or lspci if both are PCI NIC's)? Does the dhcp client uses the right NIC ? I don't know for SuSE 7.0, but older versions of SuSE used a dhcp client called "DHCLIENT", who was sometimes capricious. If this is the case, you could try another client called "dhcpcd", easily found on Freshmeat or google...
